A permit for the calendar year
Woollahra Municipal Council requires an annual registration and permit for commercial fitness training in its parks, valid from 1 January to 31 December, with public liability insurance attached to the application and the permit carried on site. The council defines the activity broadly, from yoga and pilates to pad work, running, circuits and aerobics, and asks for four weeks to process a new application. It also keeps the right to refuse new permits for a park where complaints have arisen.
Steyne Park from 6am
Steyne Park at 2 William Street is the Double Bay park on the council's list of grounds where training may begin at 6am, provided noisy work such as boxing pads and voice commands stays 40 metres from homes. Elsewhere noisy activities wait until 8am, and group sessions end by 8pm. The park sits on the foreshore with a sportsfield, a fenced playground and a boat ramp beside the sailing club, and dogs have the field off-leash from 5pm to 8.30am outside organised sport, so early sessions share the grass with them.
Where trainers may not go
The council's conditions cap groups at 20 people, limit any booking to two continuous hours and ban sound amplification, A-frame signs and the use of park furniture or trees for exercises. Playgrounds, public exercise stations, cafes and memorials are excluded, and so are Blackburn Gardens and the grounds, stairs and paths of the Redleaf reserve around Murray Rose Pool, the harbourside tidal enclosure of roughly 90 by 60 metres that is open for swimming year round. Swim there on your own time; train somewhere else.
The harbour walk and an older suburb
The council's Harbour Walk runs 5.5 km from Rushcutters Bay to Rose Bay in about three hours, with the leg to Double Bay taking roughly an hour, past Steyne Park and Blackburn Gardens. It suits the people who live here: at the 2021 Census Double Bay had 4,709 residents and, by our sum of the age rows, 22.1% were 65 or over, against 17.7% statewide. 76.6% of dwellings were flats. For older adults the 24-hour movement guidelines recommend 30 minutes or more of moderate- to vigorous-intensity activity on most days and muscle-strengthening activities on 2 or more days a week; talk to your doctor first if you have a health condition.
