A licence, not a casual permit
Willoughby City Council's policy covers one-on-one sessions and groups alike on every sportsground, park and reserve it manages. Approved commercial trainers sign a licence agreement for a quarter or a year that names the areas they may use, and the council decides how many people each group may have and how many groups get a licence. Trainers show a senior first aid certificate and public liability insurance that covers the council.
Distances and quiet
The policy keeps training 100 metres from any neighbouring home and 20 metres from playgrounds and memorials, rules out exclusive use of public outdoor fitness equipment, and bans training on stairways and pathways, naming Chatswood Oval and Gore Hill Oval. Amplified music, loud voice calls, whistle blowing, bags hung from trees and A-frame signs are all out. Chatswood sessions are therefore quiet and set back from the edges of the park.
Chatswood Park
Chatswood Park at 35 Orchard Road covers 2.6 hectares and sits 250 metres from the bus and rail interchange. The oval has been the home ground of the district cricket club since 1900 and now has an outdoor exercise station, a skate park and a playground, with flat, wide, smooth paths and seating beside them. Sportsgrounds may close during or after wet weather, so a trainer will have a wet-day plan.
